Bilingualism in International Deaf Education

Bilingualism in Deaf Education:

The emerging use of bilingual/bicultural approach in Deaf Education has taken its ripple effects across the world. With its history of oralism, the use of sign language only, cued speech, and total communication; the outcomes of deaf childrens’ reading and writing levels remained lower than their hearing counterparts. Research documents has shown that deaf children in bilingual/bicultural Deaf Education Programs performed significantly better than those who were restricted in using the oral, sign language only, cued speech, or total communication approaches.

Since its introduction to the international community, not every country has an established Bilingual/Bicultural Deaf Education Program, but the concept has generated new possibilities in researching this in the regions’ deaf education. Here is a resource list divided into several regions: Latin America, Europe/Eurasia, Asia, and Africa with different categories that follows: established Bilingual Deaf Programs, Researches on Bilingualism in Deaf Education, and at the end with resource information pertaining bilingualism.

About this Project

We compiled this information as a group project for EDF 730: Multicultural Foundations of Education at Gallaudet University with Dr. Barbara Gerner de Garcia (Fall 2007).

We have tried to create a collection of resources that will help deaf educators in other countries understand more about the practices of bilingual education and adapt them for use in their own countries. The resources we share here discuss ASL and English, but can apply to the spoken and signed languages in your country or region as well. We hope you find this information useful!

About the Authors

About the authors:

Leyla Erol: A first year graduate student in International Development at Gallaudet University, her strong interests involves focusing on improving the education for the deaf in other countries through the use of bilingualism and technology.

Louise Gilbert: Louise is a graduate student at Gallaudet University in the Deaf Education: Family Centered Early Education program. She wants to work with young d/hh children (from birth to 5) and their families. She also holds a degree from Towson University in Early Childhood Education.

Marvella Sellers: Marvella is a graduate student at Gallaudet University in Deaf Education and Multiple Disabilities dual-majors program, she will graduate with the qualifications and be certified to become a teacher of Deaf and Hard-of-Hearing children with additional disabilities in May 2007. Her Undergraduate degree is Elementary Education and Developmental Drama from Gallaudet University in year 2002. She is Deaf and is eager to start her career as a professional teacher who want to foster a community of learners in her classroom and be able to provide a caring environment for all of her students that will be challenging, language-enrichment for ASL and English development regardless of mental, emotional, nor physical disabilities.

Rachelle Settambrino: Hola! I am an undergraduate student at Gallaudet University. I am studying in Elementary Education and plan to continue graduate at Gally in Deaf Education. My topic for this group project will be focus on how to teach by integrating ASL and English in literacy for Deaf children. I will add some information about literacy resources, a couple articles about reading and deaf children, and the Principles for Reading to Deaf Children.
